You absolutely don’t need a pi to run pihole. They have a list of officially supported OSs that can run the software, regardless of the hardware (as long as it meets the insanely low system requirements), and it can also be run in a docker container.

I was recently trying to add tickets from ticketbastard to Google wallet to be able to use them offline. I have chrome disabled on my phone. Just stop buying phones from carriers and you never have to worry about this. If you like a phone, buy it unlocked straight from the manufacturer and do whatever you want with it. Most offer payment plans, and if not you can always use klarna or a credit card with no interest to make payments on it.
