there was a project with that in mind, was going to be something like the Framework laptops, but it didn’t take off.
Nothing that has expectations of its users ever does. The only reason desktops let you build them is that IBM set a default for modularity to save money, and most consumers ignore it. Trying to change a dumb default to be smarter as with phones will never happen though
