That’s a really shitty place to put an ocean.
It beats the old Hong Kong airport. Harbor at one end of the only runway, steep hill at the other end, so half the time pilots had to do a sharp turn right before landing or right after takeoff.

In my experience, runways often end at the sea. Better that than having planes crash into houses or offices.
Meanwhile, in Massachusetts: Use the freeway!
That’s not an unusual emergency plan, just unfortunate the only available emergency landing area was full of rush hour traffic.
Clearly those cars should have pulled into the ocean!
